My background provides the deep government contracting foundation this work requires:

Regulatory Mastery: I've spent a decade navigating the Federal Acquisition Regulation and DFARS across both DoD and civilian agencies. From managing the $523M USS Fitzgerald battle damage repair contract at NAVSEA to leading IT modernization procurements at Treasury/IRS, I've negotiated, administered, and ensured compliance on contracts ranging from simplified acquisitions to sole-source emergencies. I hold FAC-C Professional certification, DAWIA Professional and FAC-C-DS certifications.

Full Lifecycle Contract Management: I manage the complete contract lifecycle from acquisition planning through closeout. At Treasury/IRS, I currently lead cradle-to-grave IT modernization procurements. At Navy, I administered a $1.9B+ portfolio including shipbuilding programs, infrastructure projects, and complex teaming agreements. This includes everything modern contracting encompasses: NDAs, services agreements, subcontracts, order forms, and government integrator partnerships.

Compliance Expertise: I ensure ongoing compliance with contract requirements daily. This includes flow-down clause management, reporting obligations, government-specific certifications, small business subcontracting plans (FAR 52.219-9), and Buy American Act requirements. My Navy work involved rigorous DFARS cybersecurity requirements (precursors to CMMC and NIST 800-171), government data rights provisions, and continuous audit readiness.

Proposal Support & Strategic Planning: I've supported numerous contract pursuits through RFP/RFQ review, compliance matrix development, and coordination of representations and certifications. My current Treasury role involves developing innovative acquisition strategies for complex IT procurements, while my Navy experience included advising program managers on source selection strategy and technical evaluation criteria.

Stakeholder Coordination: I routinely coordinate with Legal, Finance, Security, Engineering, and Program Management teams. At Navy, this meant translating technical shipbuilding requirements into contract terms that protected government interests while enabling contractor performance. At Treasury, it means aligning cybersecurity requirements with IT modernization objectives while maintaining schedule and budget constraints.

Process Innovation: I've developed scalable contracting processes throughout my career. At Navy, I created internal guidance documents for recurring procurement types. Now, through Nomad and my consulting practice (Nomad Acquisitions), I'm automating these processes through AI, making them accessible to contracting professionals across the federal government.

I understand government customers because I've been one for a decade. I know:

Security Clearance Requirements

I want to address the active TS/SCI clearance requirement that many government technology positions require. I last held a SECRET clearance through November 2023 and have never held TS/SCI. However, I believe my qualifications warrant clearance sponsorship for three reasons:

1. Rare Skillset Combination: The intersection of FAC-C Professional + production AI development + deep government contracting expertise is exceptionally rare. Building this capability organically would take years; sponsoring my clearance represents a 12-18 month investment to acquire a skillset that doesn't exist elsewhere in the market.

2. Veteran Preference Supports Expedited Processing: My 10-point veteran preference (USMC) and clean background support efficient adjudication. I've successfully obtained government clearances before and understand the process. Secret last held Nov 2023, TS/SCI last held Nov 2005, passed Treasury IRS audit 2023.

3. Immediate Value on Non-Classified Contracts: While clearance processes, I can immediately contribute to non-classified contract portfolios - federal civilian agencies, state and local governments, and unclassified DoD programs represent substantial business opportunities that don't require TS/SCI.

I view this as a solvable challenge rather than a barrier. My unique combination of government contracting expertise and AI development capability provides long-term strategic value that justifies the investment in clearance sponsorship.

AI Transformation & the need to Adpat

I didn't stumble into AI - I sought it out because I saw firsthand how manual, compliance-heavy processes consume federal contracting professionals' time. Every hour a contracting officer spends generating clause matrices or researching FAR provisions is an hour not spent on strategic negotiation or innovative acquisition strategies.

Government technology modernization will transform how federal agencies operate by making AI tools that understand government requirements. But this only works if those tools are built by people who deeply understand both the technology and the regulatory environment. That's exactly what I bring. I am deeply passionate about the adaptation and development of this technology across government and private sector roles. I believe in this technology and its ability to make a better world.
